God's word uses strong language to inform us that where there is no vision, the people perish (ref. Proverbs 29:18) Organizations, including churches, use a series of statements to define who they are, why they exist, where they want to go, and what they are willing to do to get there. If done well, significant value comes from a shared understanding of the vision and creating enthusiasm to pursue the vision.
